House Bill No. 785

 

 AN ACT to provide for the numbering and registration of automobiles owned and operated in the State of Mississippi, and to provide for the payment of registration fee.

 

 Section 1. Be it enacted by the Legislation of the State of Mississippi, That within sixty days after this Act shall

 

 Become effective, it shall be the duty of every owner of any automobile, locomobile, oldsmobile, or other four wheeled vehicle propelled by gas, steam, or electricity, to report to the Auditor of Public Accounts showing in said report the name or make of the vehicle owned by him. The motive power thereof, the maximum horse power capacity of the engine which operates such vehicle, the name of the owner of the vehicle, the post office address of such owner, the name of his county, and if any automobile owner shall fail, neglect or refuse to make this report, he shall be deemed guilty of a misdemeanor, and upon conviction thereof by any justice of the peace within this State, in whose district said owner may be arrested, shall be fined not more than one hundred dollars nor less that twenty five dollars, or be imprisoned in the county jail not more than thirty days, or may be both fined and imprisoned.

 

 Auditor to furnish tags-what tags to show.

 Section 2. Upon the coming in of said report the State Auditor shall ship by prepaid express two number tags to said owner, said tags to be not less than six inches in width, nor less than twelve inches in length; they shall be made of metal, painted or enameled white, and shall contain black figures, the number given said automobile owner as hereinafter provided, said figures to be large as can conveniently be painted on said tags. At the right end of said tag shall be painted in a vertical line, the letters “Miss.”, and at the left end the number of the year in which the tag is issued, and upon receipt of said tags it shall be the duty of the owner of such automobile to attach one of said tags at the front and one at the rear of said automobile in conspicuous places, that, they may at all times be plainly seen from the front or rear of said machine, and any owner who shall be found operating or permitting to be operated any automobile anywhere in the State of Mississippi without said number tags being plainly exposed shall be guilty of a misdemeanor, and upon conviction thereof be fined not less than twenty-five nor more than one hundred dollars.

  Owner of Automobile to pay registration fee.

 Section 3.  It shall be the duty of each and every automobile owner to accompany the report provided for by Section one of the Act with a registration fee as follows, to wit:

   On each automobile carrying an engine with a maximum horse power of twenty-five or less a registration fee of five dollars.

   On each automobile carrying an engine with a horse power more than twenty-five, but less than forty, fifteen dollars.

   On each automobile carrying an engine with a horse power of more than forty, but not more than fifty, twenty dollars.

   On each automobile carrying an engine with a horse power of fifty or more, twenty-five dollars.

   And no number tags shall be issued t any automobile owner until he shall have paid said registration fee.
